Fines of £30,000 are to be introduced to punish rogue landlords and agents.
The measures are set to be introduced in the Housing and Planning Bill, according to a story in the Sun and repeatedly tweeted over the weekend by housing minister Brandon Lewis.
Councils will be able to impose the new civil penalty notices.
The Public Bill Committee has now completed its work on the Bill, which is now due back in Parliament on January 5, although the Sun story says that the new measures will be unveiled this week.

Another concern is giving greater powers to Councils many of whom appear to lack integrity utilising poorly drafted legislation for raising funding, as has been so clearly demonstrated in boroughs like Croydon, with unnecessary whole borough licensing; rushed through to avoid Government guidelines which tried to re-align earlier poorly drafted law.
Totally agree Will, also what the government seem to forget that as landlords go most local authorities would never pass the fit and proper test, I have been appalled over the years by the conditions some council tenants have to endure and the lack of urgency for them to sort things out when things do go wrong,
I think they should get their own house in order before pointing the finger elsewhere.
Well I guess the Conservative Party are probably as expert as Labour for burying bad news and this is no doubt part and parcel of the whole political spin and confusion marketing we come to expect. This is just another round of LANDLORD BASHING legislation designed to deflect the FAILINGS OF THE CONSERVATIVE PARTY to deal with the housing crisis THEY have allowed with unchecked unsustainable migration leading to a massively excessive demand on housing both in the sales and rented sectors. So what do you do when it goes wrong? Blame everyone else using attack as the best form of defense.
