A local authority has delayed the start of new licensing schemes by two months because its own systems are not ready.

Southwark Council in London should have implemented its schemes on November 1.

However, it is concerned about the risk of a legal challenge if it did not give landlords enough time to apply for licences before the scheme starts, and acknowledged that its back office systems would not be ready in time.

The council will now start accepting applications on November 1, with a new start date of January 1.

Agents in the area are being warned that the Southwark schemes are very complex and will require careful studying.
